The “OHNe Hass” portal enables the public to report online offenses such as insults, threats, and incitement to hatred directly to the Hamburg public prosecutor’s office with ease. No registration or login is required. Users are guided through a process to enter links, times, and other relevant details, and can also upload screenshots. There is an option to file a criminal complaint as well. The portal aims to increase the willingness to report incidents, lower the barrier for reporting hate speech online, and enhance criminal prosecution. Initially launched by the Hamburg Ministry of Justice and Consumer Protection in 2021 for media companies, advice centers, and organizations, it was expanded to include all Hamburg citizens in 2022.
